Pascal Cardonnel

Biography
Pascal Cardonnel is an expert in European Union legal affairs and dispute settlement. Until September 2025, Pascal served as a Referendaire at the Court of Justice of the European Union, where he handled a broad range of cases, including competition, trade and institutional matters.
Prior to working for the EU, Pascal was in private practice in Brussels, involved in contentious and advisory work in the life science and defense sectors. Previously, he was Counsel in the Trade Policy and Legal division of the Embassy of France in Washington.
Pascal holds law degrees from the University of Paris I (1991) and Georgetown University Law Center (LLM, 1990). He was admitted to the Paris and New York bar in 1994. He has written and spoken extensively on EU law and collaborated with international organizations such as UNCTAD on capacity-building projects in Africa and Latin America.
