Biography
Heehyoung Jung is a strategic policy expert with extensive experience in international security, defense policy, and military diplomacy. In addition to her role on the Board of Directors for the Parley Policy Institute, she currently serves in the United Nations Command Military Armistice Commission as the Deputy Secretary. This follows her role as Chief of the Strategy for the ROK-U.S. Combined Forces Command where she led high-level planning and policy development initiatives.
Heehyoung’s career spans key leadership and operational roles across the Republic of Korea Army, the Ministry of National Defense (MND), and international institutions. With a specialization in military diplomacy, she advised high-ranking officials, including the Minister of National Defense, Chairman of the Joint Chiefs of Staff, and Assistant Chief of Staff. She has held multiple senior positions within the MND’s International Policy Bureau, including Chief International Policy Officer and Multilateral Security/UN Peacekeeping Operations Officer, where she played a central role in shaping Korea’s defense diplomacy and multilateral engagement.
Her international experience includes serving as a Staff Officer at NATO’s International Military Cooperation Headquarters in Belgium, where she contributed to military-to-military coordination and global security cooperation. Also, she was the first South Korean Officer to be dispatched to NATO. Earlier in her career, Heehyoung commanded the 3rd Battalion, 206th Regiment, 73rd Infantry Division, and later the 26th Education Regiment at the ROK Army Training Center, demonstrating strong leadership in both operational and training environments.
Heehyoung has also held key staff and policy roles within the ROK Army Headquarters and the Joint Chiefs of Staff, including assignments focused on ROK-U.S. military relations and strategic planning. She deployed to Iraq as part of the Multinational Force, gaining valuable field experience in a complex operational setting.
She holds a Doctorate in Production and Operations Management from Myongji University Graduate School of Business Administration and a Master’s degree in Logistics Acquisition Management from the Air Force Institute of Technology, Ohio, USA.
